About

David Kubik is the Biofuels & Trade Policy Manager for the Illinois Soybean Association (ISA). He earned a Master of Public Administration from the University of Illinois at Springfield and a Bachelor of Science in Politics and Government from Illinois State University.

Since joining the Illinois Soybean Association in 2021, Kubik has spearheaded the B20 initiative, which led to the passage of legislation extending the biodiesel sales tax exemption for blends over 10% and increasing those blends to over 20% starting in April of 2026. This will increase Illinois’ biodiesel market to an estimated 300 million gallons a year.

As a result, the Illinois Soybean Association received the 2022 Leadership Award from the Illinois Alliance for Clean Transportation. Since 2022, Kubik has worked to promote soy feedstocks in biofuel policies at both the State and federal levels as well as in low-carbon fuel standard policies.
