Colonel Mark Deschenes, commander and district engineer of U.S. Army Corps of Engineers, Rock Island District, has written a letter in support of ISA’s public-private partnership (P3) initiative on the Illinois waterways. In the letter, Colonel Deschenes commends ISA board and staff for their ongoing leadership in developing a viable funding option for much-needed maintenance on the waterway’s eight locks and dams. ISA has been pursuing a public-private funding mechanism for waterway rehabilitation for the past two and a half years, and this letter serves as notable recognition from a key partner in the project.
